49. Walnut Creek
After two years of analysis and an economic feasibility analysis based on a comprehensive residential development fee
burden, the City Council on Aug. 1, 2017, voted to increase its affordable housing impact and in -lieu fee on new
residential development from $15 per sq. ft. to $18 per sq. ft. starting Jan. 1, 2018. In addition, the city will change
the fee annually based on the ENR Construction Cost Index. The commercial rate remains unchanged at $5 per sq. ft.,
where it has been since 2005. Later in the year, the City Council will determine whether or not to adjust the
inclusionary percentages as staff recommends: moderate income would increase from 10 percent to 20 percent; low
income would rise from 7 percent to 13 percent; and very low would go from 6 percent to 10 percent.
Type
Maximum Justified Fee
Single-family
$94,000 per unit or $47 per
detached
sq. ft.
