<br />MJP:djm ~4/24/90 (044/27) <br />f\iJ t.y n r;: 1QOO <br />h.. , v I ...,;;) <br /> <br />11277 <br /> <br />Or." <br />'..l" <br />I ~\ <br /> <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. <br /> <br />RESOLUTION APPROVING APPLICATION FOR FEDERAL ASSISTANCE <br />(COMMUNITY DEVELOPMENT BLOCK GRANT); CERTIFYING THAT <br />THE CITY HAS FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION <br />PLAN; AND AUTHORIZING EXECUTION AND FILING OF ALL <br />DOCUMENTS PERTAINING THERETO (FISCAL YEAR 1990-91) <br /> <br />WHEREAS, the Community Development Block Grant Program <br /> <br />authorized pursuant to Title I of the Housing and Community <br /> <br />Development Act of 1974, (P.L. 93-383), as amended ("the Act"), <br /> <br />provides for the issuance of grants in order to attain the <br /> <br />objective of the development of viable urban communities, by <br /> <br />providing decent housing and a sui table living environment and <br /> <br />expanding economic opportunities, principally for persons of low <br /> <br />or moderate income; and <br /> <br />WHEREAS, there has been presented to, and reviewed by this <br /> <br />Council, an application to the united States Department of <br /> <br />Housing and Urban Development for a Community Development Block <br /> <br />Grant in the amount of approximately Five Hundred Fourteen <br /> <br />Thousand Seven Hundred Forty-Five and No/100 Dollars ($514,745) <br /> <br />for the period of July 1, 1990, through June 30, 1991; and <br /> <br />WHEREAS, there has been prepared by the Director of <br /> <br />Community Development a Notice of Determination, determining that <br /> <br />the proposed Community Development Block Grant Program, as set <br /> <br />forth in the aforesaid application, <br /> <br />is exempt from the <br /> <br />requirements of NEPA and CEQA as a ministerial project and does <br /> <br />not have a significant effect on the environment, and a notice of <br /> <br />such determination filed with the County Clerk of San Mateo <br /> <br />County; and <br /> <br />WHEREAS, pursuant to the requirements of Section 104(a) of <br />
