EXHIBIT A—SERVICES <br />In consideration of the payments set forth in Exhibit B, Contractor shall provide the following <br />services: <br />I. SERVICES TO BE PROVIDED BY CONTRACTOR <br />A. Identify and serve victims of domestic violence through the Emergency Response <br />Program (ERP). <br />1. In accordance with the County of San Mateo Domestic Violence Protocol and the <br />existing Provider Service Agreement between CORA and San Mateo County, <br />Redwood City law enforcement will notify CORA via ERP when handling an <br />incident involving any type of domestic violence in an intimate partner relationship. <br />CORA will: <br />a) Provide immediate safety planning, needs assessment, and to the opportunity to <br />access other resources and services for victims, which include: emergency shelter <br />and housing options; counseling services and support groups; and legal services. <br />b) Customize services for victims by providing follow up to explore strategies to <br />reduce risk and lay the groundwork for accessing longer term services that <br />enhance safety and provide support for victims and their children. <br />c) Provide the officers with ongoing support and technical assistance to address <br />issues that arise in the field concerning domestic violence calls. <br />d) Facilitate a Quarterly Police Contacts Meeting with designated department <br />contacts to ensure effective communication and ongoing strategic collaboration. <br />e) Provide trainings at department meetings and briefings and at the Police Academy <br />to ensure effective coordinated response to domestic violence victims. <br />f) Conduct a quarterly satisfaction survey with Redwood City law enforcement <br />every two (2) years for quality assurances purposes. <br />B. Performance Measures: <br />1. 95% of clients referred by law enforcement via page will be able to connect with a <br />counselor within 10 minutes. <br />2. 100% of clients referred by law enforcement via electronic referral will receive two <br />(2) follow up attempts by phone within 48 hours from a DV counselor. <br />3. 100% of the clients contacted by CORA will be offered the opportunity to safety plan <br />and to be referred to additional resources. <br />4. 1001/o of ERP clients who make contact with a counselor will be provided resource <br />information and have an opportunity to formalize a safety plan. <br />5. 50% of clients served by the ERP program will receive at least one referral when <br />connected with a counselor. <br />6. CORA will provide at least three (3) training opportunities for law enforcement <br />regarding referral strategies, CORA's programs and services, and county -wide <br />domestic violence protocols. <br />Page 6 of 8 <br />REV: 05-15-I8 MI <br />ATTY/AGR.2018.099/Community Overcoming Relationship Abuse <br />
