This proposal is pursuant to the additional testing required by the Regional
Water Quality Control Board (RWQCB), as part of the Dredge Material Management Office
(DMMO) due to the high PAH results identified in the previous test results.

The sediment chemistry results are being fast-tracked with the intent of meeting the next
DMMO meeting on July 22. A breakdown of the scope of work is below.

Scope of Work

We propose the following scope of work based on our discussions.

1. Samplina & Testina Support (June 8 - June 27)

M&N worked with Kinnetic Laboratories Inc. and Huffman-Broadway Group to expedite test
results to the RWQCB, from the sampling that took place on June 8, and reach consensus
on the sediment test results. Based on the discussions with RWQCB and a subsequent
email dated June 12, additional higher resolution testing was required in Zone 9 to further
characterize the extent of the high PAH readings from the previous samples. Additional
sampling points were proposed by the project team and a figure was sent to the RWQCB
identifying the extent of the additional sediment cores. The plan was accepted by the
RWQCB and Kinnetic began testing on June 26. The effort to date, by M&N is sixteen (16)
hours. A figure of the approved sediment testing locations is attached.

2. Permittina Support - DMMO Meetinas & Permit Support

This effort includes the review of sediment test results prior to the DMMO meeting and
attendance at the DMMO meeting to discuss the sediment test results and determine the
possible extent of dredging in Zone 9.

3. Revisions to Contract Plans

This task includes amending the current set of contract plans to include all revisions to
dredge areas and disposal locations from the most recent sediment testing results.
