(Earth Tech) is pleased to present this proposal to provide environmental <br />services to the City of Redwood City (City) for implementing the Soil and Groundwater <br />Investigation Work Plan for Former Underground Storage Tanks, 923 Jefferson Avenue, 1020 <br />and 1036 Middlefield Road, Redwood City, prepared by Earth Tech July 2005 (the Work Plan). <br />The Work Plan was prepared in response to the San Mateo County Groundwater Protection <br />Program (the County) letter dated January 31,2005 requesting additional soil and groundwater <br />characterization near the former underground storage tanks (USTs) at the above referenced <br />sites. <br /> <br />The scope of work presented in the Work Plan specifically addresses the issues raised by the <br />San Mateo County letter and follows County guidance for UST investigations. The background <br />information about each of the sites and the rationale for the additional investigation are <br />presented in the Work Plan and are not discussed herein. <br /> <br />On November 3, 2005 the County issued an approval letter (three separate letters, one for each <br />site) to the City of Redwood City approving the Work Plan with a few comments and requests. <br />This proposal reflects the additional requests by the County. Copies of the letters are attached <br />to this proposal. <br /> <br />SCOPE OF WORK <br /> <br />Once the City has approved this proposal, Earth Tech will initiate pre-field and field activities. <br />Pre-Field Activities <br /> <br />Prior to initiating field activities, Earth Tech will prepare a site-specific Health and Safety Plan <br />(HASP). The expected hazardous conditions to be encountered, and measures to control and <br />monitor these hazards in order to protect the health and safety of consultant staff, <br />subcontractors, and the public will be specified in the HASP. <br /> <br />Earth Tech will review available utility plans and a private underground utility locator service <br />contractor will be used to survey for the presence and location of underground utilities or <br />
