<br />EXHIBIT IIAII <br /> <br /> <br />Executive Summary <br /> <br />The City of Redwood City is preparing to update its Transportation Impact Fee Program (TIF) to <br />synthesize recent land use and network planning changes with the reporting needed to meet <br />government code requirements. The traffic impact fee program was originally approved in 2000 <br />and set forth a list of specific transportation improvements and a fee schedule for most land <br />uses. New projects in the Downtown area were exempted from traffic impact fees to foster <br />economic development in the City's core. At this juncture, a five-year summary of revenue and <br />expenditures is required and the City desires to update the fee program to address changes in <br />planned land uses, as well as modifications to planned transportation improvements. <br /> <br />The economic downturn over the last several years has affected the overall market for <br />commercial properties and the location and scope of residential and retail development within <br />the City. For example, residential and mixed-use developments are now anticipated for the <br />bayfront area east of US 101 where primarily office uses were previously considered. In the <br />Downtown area, the entire amount of retail assumed in the original study will be provided by the <br />soon-to-be completed cinema project, and substantial additional retail development is <br />anticipated. Numerous new housing units are planned in the downtown core and along the EI <br />Camino Real and Woodside Road corridors. Previously planned office developments are not <br />expected to occur in the area south of Woodside Road between EI Camino Real and US 101. <br />Instead, current land use proposals, including medical clinics and a biotechnology center, are <br />not expected to change traffic volumes in this area of the City substantially. All of the land use <br />changes will affect the need form some of the transportation projects included in the existing fee <br />program and may require new projects to reduce projected congestion. <br /> <br />Implementation of a major capacity-enhancing projects included in the program (the Woodside <br />Road widening project) has been stalled by design issues with Caltrans and is expected to be <br />re-prioritized as part of the TIF program. The City is also focusing on enhancement of transit, <br />bicycle, and pedestrian facilities as a means to provide alternatives to vehicle travel to reduce <br />congestion, as well as improvements to existing signal systems to better accommodate future <br />growth. <br /> <br />The schedule set forth in the RFP for the fee program update to be completed by December 31, <br />2005 would be extremely difficult to meet given the short timeframe, the upcoming holidays, and <br />the need to solicit public input on any program changes. Accordingly, we are proposing a <br />phased approach to address the government code reporting requirements and the City's need <br />to account for the land use and improvement project changes noted above. Essentially, we <br />propose that the City would complete the five-year update reporting process to satisfy <br />Government Code 66000 through 66008 requirements with assistance by Fehr & Peers, if <br />needed. The details of the TIF program would not be adjusted as part of the reporting process. <br />However, the report should provide greater detail referencing the original nexus study and <br />including additional information on successfully completed projects and those toward which <br />substantial progress has been made. <br /> <br />At the same time, Fehr & Peers would begin the technical analysis to re-evaluate the <br />transportation improvement projects and determine if the TIF needs to be modified. This work <br />will include use of the C/CAG model to estimate future traffic volumes and to determine the <br />contribution of traffic from existing uses, future growth in Redwood City and growth in the region <br /> <br /> <br />2 <br /> <br />fþ <br /> <br />i'¡;IR& 1'1.
