<br /> <br />Role of Key Team Members <br /> <br />Fehr & Peers and Nolte propose to include senior-level staff on this critical project for Redwood <br />City. We pride ourselves on providing experienced personnel with excellent communication <br />skills to staff projects and serve our clients. The key staff for this project, their roles, and <br />personal experience are summarized below and illustrated on the organizational chart on the <br />following page. Resumes for key staff are included in Appendix A. <br /> <br />Sohrab Rashid, P,E., a Principal with Fehr & Peers, will serve as Project Manager for the <br />transportation impact fee update. Sohrab is a registered traffic engineer with over 17 years of <br />experience in traffic engineering and transportation planning, and has served as Project <br />Manager or Engineer/Planner for numerous transportation projects throughout the Bay Area, the <br />Sacramento region, and Hawaii. He has prepared traffic impact analysis reports, project study <br />reports, circulation elements for general and specific plans, regional transportation plans, and <br />traffic operations reports. His varied experience also includes travel demand forecasting, traffic <br />microsimulation, travel surveys, traffic calming, non-automobile modes, and impact fee studies. <br />Sohrab was the project manager for numerous studies in Redwood City including the Kaiser <br />Hospital Master Plan and EIR, the Abbott Laboratories EIR, the Marina Shores EIR, and the <br />Downtown Specific Plan EIR. <br /> <br />Julie Morgan, AICP is an Associate with Fehr & Peers, and will serve as the project's technical <br />expert. Julie will provide oversight on the travel demand forecasting and impact fee calculations. <br />Julie has more than nine years of experience in travel demand forecasting, traffic impact <br />assessment, and integrated transportation/land use planning. Ms. Morgan has substantial <br />experience with many of the major travel models used in the Bay Area and the Central Valley, <br />and she works with most major travel demand software packages, including TP+, TransCAD, <br />EMME/2 and MINUTP. She has developed AB 1600-compliant traffic impact fee programs to <br />fund the construction of infrastructure necessary to support new development for the following <br />studies: East Contra Costa County and San Joaquin County Regional Transportation Impact <br />Fees, and the City of Oakley and City of Emeryville Transportation Impact Fees. <br /> <br />Jason Nesdahl, is a Transportation Engineer with five years of experience in Fehr & Peers' <br />San Jose office and will serve as the Project Engineer for the TIF study. Jason has worked on <br />General Plan Circulation Elements and city wide studies (examples include Los Altos General <br />Plan and 2001 Gilroy Monitoring), traffic impact studies (East Palo Alto Ikea EIR and Cochrane <br />Road Shopping Center in Morgan Hill), and parking and other studies (Saratoga Village parking <br />analysis and Del Paso boulevard Angled Parking Study). Jason's experience has made him <br />proficient in the use of Traffix, Synchro, VISSIM and other transportation related software <br />packages <br /> <br />Raul Laborin, PE is an Associate with Nolte Associates in San Jose and will oversee the <br />preparation of cost estimates for the improvement projects. Raul is both an engineering <br />manager and an associate of the firm with over 14 years of experience in the fields of civil and <br />structural engineering. Raul is a proven project manager who has repeatedly exceeded client's <br />expectations through his attention to detail and his ability to motivate his team to produce high <br />quality projects within budget and on schedule.
