Council Member Jordan stated several months ago she asked that Council Member Pierce <br /> approach Redwood City 2020 regarding the Frontiers in Leadership program. She stated the <br /> program does not allow white people to participate and perhaps it could be changed so that the <br /> application process focuses on economic background. Council Member Pierce responded that a <br /> meeting had occurred and a report back to Council would be scheduled soon. <br /> <br />9. STAFF REPORTS AND PUBLIC DISCUSSION - <br /> Third Public Meeting to Discuss Retail/Cinema Project; <br /> <br /> Mayor Ruskin explained the order of discussion and that if the Council does approve an <br /> agreement for the project, there will be many items to be considered for many months by <br /> both the Planning Commission and the Architectural Review Committee. Because of the <br /> potential for many months of consideration on various facets of the proposal, it is essential <br /> that all decision-making bodies get all of the information and hear all comments from the <br /> public and the developer. <br /> <br /> City Attorney Schricker explained that the community hearings are not legally required. He <br /> stated the presentations allow the City Council, Redevelopment Agency, Planning <br /> Commission and Architectural Review Committee the opportunity to hear the same <br /> information from the public, developer and staff to facilitate the understanding of the <br /> proposed project. He cautioned that, legally, each body has separate jurisdictions. He stated <br /> the legal process is somewhat different from the informal informational hearing process <br /> that has occurred so far. He further cautioned that as members of the four bodies, at this <br /> time, they should not express their opinion for or against the proposed project because. He <br /> stated that there legally is no project and what is sought is that additional information be <br /> made available or further amplification of certain items be requested. He stated that no <br /> decisions are to be made at this time and cautioned against stating of opinions on decisions <br /> to be made in the future. <br /> <br /> A.Answer questions raised during the last two meetings, by public, City Council, <br /> Plmming Commission and Architectural Review Committee; <br /> <br /> Community Development Services Director Nelson began with a presentation of staff and <br /> consultant answers to questions that have been asked in the last two meetings or via e-mail <br /> between the last and this meeting. <br /> <br /> 1. Revitalization of the Downtown and why a retail/cinema project? <br /> <br /> Revitalization of the Downtown has been an objective for a number of years and in <br /> 1996, the Council, as result of an initiative shared with the Chamber of Commerce, <br /> adopted an economic development strategy.
