Recommendation That the City Council approve and authorize execution of the amended agreement for environmental consulting services with Wagstaff & Associates for the Stanford Medical Clinics Project SEIR. Background In August of 2005, Planning Services selected Wagstaff and Associates to prepare a Mitigated Negative Declaration for the Stanford Project that would tier off of the Midpoint Technology Park campus EIR previously certified by the Planning Commission. The proposed Stanford Project will be located within a portion of the Midpoint Technology Park site. Wagstaff's original proposal came in under $60,000 and so the agreement did not come before the City Council for approval. After reviewing data on potential traffic impacts of the project, City and Stanford staff have agreed to undertake a Supplemental EIR in order to ensure that all potential project-related environmental impacts are adequately analyzed. Wagstaff's revised proposal for this additional work is for $71,699. The Stanford Project will involve the renovation of four existing commercial buildings (built in 1998) located within an 11-acre portion of the larger 42-acre Midpoint Technology (office R&D) Park campus for a new Medical Outpatient Center. The buildings are 90,840 square feet, 86,904 square feet, 96,344 square feet and 86,418 square feet in size. Three buildings will be used for medical clinic space and one will temporarily be used for hospital administrative purposes. Stanford anticipates that all four buildings will eventually be occupied with medical clinics. Each of Stanford's core programs will have clinical research functions in addition to outpatient health care functions. Urgent care, emergency room and in-patient hospital services will not be provided. Core Programs include: Musculoskeletal Center, Spine Center, Vision Center, Sleep Disorder, Outpatient Surgery Center, Imaging, Dermatology, Pain Management and Primary Care.
