<br />:?'/J- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 9, 2006 <br /> <br />Subject <br />Amendment to a Community Development Block Grant ("CDBG") agreement between City <br />of Redwood City ("City") and Midpeninsula Citizens for Fair Housing Services ("MCFH") <br /> <br />Recommendation <br />Approve the amendment to an existing CDBG agreement between the City and MCFH <br />which assigns that agreement to Eden Council for Hope and Opportunity ("ECHO"). <br /> <br />Background <br />The CDBG agreement between the City and MCFH was approved on August 8, 2005 per <br />Minute Order 05-159 and became effective September 1, 2005. Since that time MCFH <br />merged with ECHO. The City must amend the existing agreement to reflect the new <br />contractor as ECHO. This action requires council approval per Section 24- Notices, and <br />Section 25- Successors and Assigns, of the agreement. <br /> <br />MCFH has provided fair housing services to the citizens of Redwood City for many years. <br />MCFH has a long and distinguished history in this field. After years of collaboration and <br />provision of complementary services, ECHO Housing and MCFH merged to improve and <br />expand the services offered. The merger was finalized on September 13,2005. MCFH no <br />longer exists as a corporate entity and ECHO is the surviving entity. <br /> <br />ECHO was founded in Hayward in 1964 and incorporated in 1965 and is a HUD-approved <br />fair housing agency. ECHO has distinguished itself not only in the provision offair housing <br />services, but also in tenant-landlord services, homeownership education and other related <br />services. Since the merge of MCFH and ECHO there has been no interruption in the <br />provision of services. The Executive Director of MCFH, Marjorie Rocha, will continue as <br />Executive Director of ECHO, the office at 457 Kingsley Avenue will remain, and the new <br />entity will retain the acronym MCFH due to its historical connection to the community. <br /> <br />REDEVSHARED_2006 STAFF REPORTS_O1-2006_CDBG-MCFH/ECHO <br /> <br />1 <br /> <br />
