<br />2"/ LJ - / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />January 9,2006 <br /> <br />Subject <br />Approval of Change Order - Community Activities Building Renovation <br /> <br />Recommendation <br />Approve Change Order for the Community Activities Building Renovation (CAB) Project, <br />in an amount not to exceed $60,000. <br /> <br />Background <br />On November 8, 2004, the City Council awarded the contract for the Community <br />Activities Building Renovation Project to Solid Builders of Colma, California, for their bid <br />of $219,646. <br /> <br />The scope of work for this project included removal and replacement of flooring for the <br />entire building. Based on Park and Recreation staffs recommendation, the original <br />design was to install sheet Marmoleum flooring. The flooring was installed after the <br />original moisture tests on the existing concrete floor indicated moisture level within the <br />acceptable limit; however, after few weeks of installation some sign of failure appeared <br />at the surface and subsequent testing proved that the moisture varies with the season, <br />and sheet Marmoleum would not be a suitable application for the flooring. <br /> <br />An independent flooring specialist (Floornet) was hired, to conduct additional moisture <br />testing on the existing concrete floor and to give their recommendation. Floornet tested <br />and investigated the moisture problem, and recommended that the existing concrete <br />floor receive a moisture sealing treatment, before the installation of any flooring. Also, <br />due to the unstable moisture content of the building slab, staff decided to switch Sheet <br />Marmoleium to Vinyl Composition Tile (VCT), because of the enhanced performance of <br />VCT at high moisture levels. <br /> <br />The total additional cost to the City will include $35,000 for the sealing work (which is <br />not part of the original contract) and $25,000 to prepare the surface for sealing and <br />installing VCT flooring ($60,000 total). <br /> <br />Because the CAB is in constant use for meetings, classes, and other special events, it <br />is much more practical to incorporate this treatment as part of the CAB Renovation <br />Project, and not interrupt the scheduled activities unnecessarily at a later date. <br /> <br />Page 1 of 2 <br />
