The Precise Plan will be evaluated in a true "multi-modal" fashion. The traffic
analysis will be consistent with the requirements,.of Redwood City and the San Mateo City/County
Association of Governments (C/CAG).

Task 1 Project Initiation/Start-Up

KORVE will attend a meeting with City and EIR representatives to officially commence the project.
The purpose of this meeting will be to finalize the scope of work, develop a project schedule, and
fully discuss the project description and analysis effort. The project description and any other traffic
studies in the area will be made available at this meeting. A specific point of discussion will be
significance criteria for impact evaluation. Also discussed at this meeting will be the availability of
data and procedures for completing the traffic analysis.

Task 2 Establish Study Area

The study area for the project is assumed to consist of approximately 39 intersections. AM and PM
peak hour traffic counts will be collected at each of the study intersections. Based on input from
Redwood City staff the following intersections, at a minimum, are expected to be included in the
analysis:

- Alameda de las Pulgas/Whipple Avenue
- Alameda de las Pulgas/Jefferson Avenue
- Alameda de las Pulgas/Woodside Road (SR 84)
- EI Camino Real/Whipple Avenue
- EI Camino Real/Broadway
- EI Camino Real/James Avenue
- EI Camino Real/Jefferson Avenue
- EI Camino Real/Maple Street
- Franklin Street/Jefferson Avenue
- Franklin Street/Maple Street
- Broadway/Marshall Street/Arguello Street
- Broadway/Winslow Street
- Main Street/Middlefield Road
- Chestnut Street/Middlefield Road
- Middlefield Road/Woodside Road (SR 84)
- Middlefield Road/Jefferson Avenue
- Middlefield Road/Winslow Street
- Industrial Road (Winslow Street)/Whipple Ave.
- Broadway/Main Street
- Broadway/Walnut Street

- Broadway/Jefferson Avenue
- Broadway/Middlefield Road
- Broadway/Spring Street
- Broadway/Maple Street
- Broadway/Chestnut Street
- Bay RoadlWoodside Road (SR 84)
- BroadwaylWoodside Road (SR 84)
- Marshall Street/Jefferson Avenue
- Marshall Street/Main Street
- Bradford Street/Main Street
- Veterans BoulevardlWhipple Avenue
- Veterans Boulevard/Brewster Avenue
- Veterans Boulevard/Jefferson Avenue
- Veterans BoulevardlMain Street
- Veterans Boulevard/Walnut Street
- Veterans BoulevardlMaple Street
- Veterans Boulevard/Chestnut Street
- Veterans BouelvardlMiddlefield Road
- Veterans Boulevard/Woodside Road (SR 84)
- US 101 Northbound Off-Ramp/Whipple Ave.

KaNe Engineering, Inc.

December 5, 2005
