Chapter 2 Affected Environment Environmental Consequences, <br />and Avoidance and Minimization Measures <br />2.1.4 Relocations and Real Property Acquisition <br />2.1.4.1 Regulatory Setting <br />The Department's Relocation Assistance Program (RAP) is based on the Federal Uniform <br />Relocation Assistance and Real Property Acquisition Policies Act of 1970 (as amended) and <br />Title 49 Code of Federal Regulations (CFR) Part 24. The purpose of the RAP is to ensure that <br />persons displaced as a result of a transportation project are treated fairly, consistently, and <br />equitably so that such persons will not suffer disproportionate injuries as a result of projects <br />designed for the benefit of the public as a whole. Please see Appendix C for a summary of the <br />RAP. <br />All relocation services and benefits are administered without regard to race, color, national <br />origin, or sex in compliance with Title VI of the Civil Rights Act (42 USC 2000d, et seq.). <br />Please see Appendix D for a copy of the Department's Title VI Policy Statement. <br />2.1.4.2 Affected Environment <br />The fallowing discussion is from the Community Impact Assessment (URS 2015a) for the <br />proposed project, which was completed in September 2015. <br />The proposed project would require the full acquisition of two parcels and partial acquisitions <br />from industrial, commercial/office, and municipal properties. Throughout the project area, <br />temporary construction easements (TCEs) would be needed for construction access and staging. <br />No residential properties would be affected. The potentially affected properties are shown in <br />Figure 2.1.4-1 and listed in Table 2.1.4-1. Descriptions of potential project impacts are provided <br />below. <br />It is possible that as engineering studies for the project design progress, there may be changes in <br />property impacts. <br />2.1.4.3 Environmental Consequences <br />The No Build Alternative would not require any property relocations. <br />North of US 101, both of the Build Alternatives would have generally the same effects to the <br />properties listed in Table 2.1.4-1. South of US 101, the southbound US 101 on-ramp from <br />Woodside Road could require more land from the parking area of the 24 Hour Fitness facility (#8 <br />in Table 2.1.4-1) with Alternative 3 than with Alternative 8B. <br />Alternatives 3 and 8B are expected to result in the closure or displacement of a Denny's <br />restaurant and a County of San Mateo parking lot (#18 and #23 in Table 2.1.4-1), as described <br />below. Suitable relocation properties are available in Redwood City and the surrounding area <br />(within a 50 -mile radius). <br />Dennv's Restaurant <br />Both Build Alternatives would add a westbound through lane, eastbound left and right turn lanes <br />to Broadway, and Class IV bike lanes on Woodside Road.
