Exhibit A <br />The County and Grantee agree that the grant funds shall only be used to further the goals of the following <br />Project, described below and in the September 26, 2017 Board transmittal and Resolution, attached <br />hereto: <br />• To develop allocation guidelines for the City's affordable housing fund ($20,000). <br />A. Project Goals <br />The objective of the community engagement program is to: <br />• Better understand how affordable housing funds should be spent; <br />• Establish clearer community guidelines, criteria and preferences that can inform Redwood City's <br />work moving forward; <br />• Identify housing priorities and clarify the mix of housing residents would like to see in Redwood <br />City; <br />• Increase community awareness and knowledge of affordable housing; and <br />• Build community capacity for future projects and topics. <br />B. Project Outcomes <br />The following outcomes are expected to result from this community engagement project: <br />• Broaden the conversation: Increase resident and stakeholder participation in the development of <br />housing solutions <br />• Engage a wider range of residents, including those newer to the housing conversation <br />• Increase community and city ability to successfully discuss housing issues and range of possible <br />solutions <br />• Among residents and stakeholders, build greater understanding of housing -related options and <br />civic processes that influence the development of affordable housing (e.g., incentives, <br />constraints, funding, etc.) <br />• Gather input from the public regarding the mix of housing types they would like to see in <br />Redwood City, including their feelings about rental housing vs. for -sale housing, Accessory <br />Dwelling Units (ADUs), tiny homes/smaller units, multigenerational family housing, etc. <br />• Ensure that diverse points of view are represented in housing discussions and at key events, <br />including meetings of the City Council and Housing and Human Concerns Committee (HHCC) <br />C. Project Deliverables <br />During the grant, the Grantee is required to attend the Home for All Learning Network meetings and to <br />report out to the Learning Network on the progress of the strategy, effective best practices engaged and <br />lessons learned throughout the process. <br />At the completion of the engagement and communication strategy, the Grantee is required submit a brief <br />report to the County and to present to their Council the effectiveness of the strategy to engage a broad <br />cross-section of the community and foster constructive dialogs on how city resources should be invested <br />in addressing local housing issues. <br />Page 6 of 6 <br />REV: 04-20-18 RL <br />ATTY/AGR.2018.088/County of San Mateo <br />
