<br />Merchandise, N.O.S., carried in cargo containers or trailers, manifested and
<br />assessed freight by the vessel on a per container or per trailer basis or assessed a
<br />minimum charge, minimum weight or flat rate per container or trailer will be
<br />assessed charges based on the weight or measure of the cargo whichever is
<br />greater, and if either or both weight and measure of the cargo are not available,
<br />then the charges will be based on the overall length of the container, as follows:
