<br />6. /t?- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />January 23, 2006 <br /> <br />Subject <br />Award of Contract - Water Circulation Pump Stations at Marlin Drive <br /> <br />Recommendation <br />Approve the Contract Documents and award the Water Circulation Pump Stations at <br />Marlin Drive Project to MKM Construction, Inc. of Santa Clara, California, for their low <br />bid of $310,694. <br /> <br />Background <br />Water circulation studies conducted by City Engineering & Construction staff and its <br />consultants have identified areas of poor water circulation in the Redwood Shores' <br />Lagoon System. These areas of poor circulation have been identified through computer <br />models of this Lagoon System, and confirmed by field observation and sampling at <br />these locations. <br /> <br />Areas of poor circulation do not benefit from the turn-over of new water. The results <br />during the summer months showed excessive algae and widgeon grass growth, low <br />oxygen content in the water, and dead floating plant life. <br /> <br />The design goal of the water circulation pump station is to mechanically force the flow of <br />water around Marlin Drive to promote increased water quality. Submersible pumps will <br />be placed in the reinforced concrete box culverts, which currently cross under the <br />roadway. The pumps will be low velocity and very quiet, so their operation should not <br />have adverse effects on the adjacent property owners. The pumps will be electric- <br />powered and computer controlled, according to the tide and season, so they will only be <br />in operation when necessary. <br /> <br />Five (5) bids received at the bid opening on December 21, 2005, are summarized <br />below: <br /> <br />No. Bidder Bid Amount <br />1.
