<br />What is a Differential Response? <br /> <br />Differential Response is a core strategy to improve the <br />Child Welfare System. <br /> <br />Provides voluntary community services to families referred <br />to CWS with low-risk of harm to the child and not <br />entered into CWS. <br /> <br />Based on the fact that over 90% of the calls into CWS are <br />found to have low-risk of harm to the child, but many <br />times these very same families are re-referred with more <br />serious risks to child safety. <br /> <br />Goal of Differential Response is reduce the number of re- <br />referrals and, ultimately, the overall number of Child <br />Welfare cases. <br />
