Proposal to Update the City of Redwood City Emergency Operations Plan

A.TRANSNDTTALLETTER

Enclosed is Aanko Technologies mc.'s official response to the City of Redwood City Fire
Department's Request for a Proposal to update the City's Emergency Operations Plan (EOP).
The team for this EOP update development is:

Project Manager/Safety-Security Specialist
Intergovernmental Affairs Specialist
Safety-Security Integration Specialist

Steve Longoria, CCP, CRS-Ill, CPM
Steve Maggi, JD
James Heringer

To optimize efficiency of operations for this project, Aanko Technologies will establish a
cooperative team with members of the City of Redwood City Fire Department (RCFD Project
Manager David Pucci).

Our proposal identifies several unique processes to improve emergency response and reduce
overall costs to the City. This is accomplished through project task integration of threat
assessments previously conducted by Aanko Technologies for the Port of Redwood City, as well
as the recently completed San Mateo County Emergency Operations Plan, which use many of the
same threat sources and response resources. However, it is understood that any inforllUltion
used from the San Mateo EOP wül have to be re-written to comply with federal copyright laws.

The integration strategies noted in the proposal have arisen out of our previous experience in
conducting physical and cyber security projects and EOPs for other municipalities in the USA,
particularly within California. Our expectation and commitment is to conduct and complete our
EOP update development, as two working documents, similar to the San Mateo EOP Template
within 10 weeks of project initiation, at a total project price of $14,940.00 (See section E., page
15).

I am confident through our enthusiasm and professional expertise, coupled with City staff
support, this project will successfully meet the City of Redwood City's needs in providing for the
public safety, as well as complying with federal and state mandates.

Respectfully,
--,,-
-
..~~L.
