6.1.F. - Page 6 <br />Although City Council could decide not to complete a land exchange with the State <br />Lands Commission, doing so would mean that MidPen would not be able to construct <br />the affordable senior housing project, in that the land held by Redwood City in trust from <br />the State does not allow residential uses. <br />FISCAL IMPACT <br />There would be no direct cost to the City in order to approve the land exchange with the <br />State. MidPen housing has assumed costs related to this action, as well as any future <br />costs to prepare the site for construction. <br />ENVIRONMENTAL REVIEW <br />The Planning Commission and City Council previously determined that development of <br />the affordable housing project qualifies for exemption from review under the California <br />Environmental Quality Act ("CEQA") as an in -fill development project because the <br />project meets the General Plan and zoning regulations, is on a lot less than 5 acres <br />within an urban context, does not contain habitat for endangered species, and would not <br />result in significant effects related to traffic, noise, air quality, or water quality. The land <br />exchange does not alter the previously approved affordable housing project, not does it <br />alter the existing zoning designation or General Plan land use designation of the Maple <br />Street Trust Addition Lands.
