EXHIBIT "A" <br />SCOPE OF SERVICES <br />Redwood City is currently engaged in an assessment of greenspace in its downtown <br />area. In the course of this effort, the lot at the corner of Winslow and Hamilton Streets <br />was highlighted as an underused parcel with potential for civic and/or mixed-use <br />development. It currently functions as a city -owned public parking lot. However, given <br />the centrality of the site, the City would like to explore alternative land uses for this lot to <br />determine its potential value from an economic perspective. <br />To support both the City's immediate and on-going planning efforts, Consultant will <br />develop a financial model that can be used as a tool to estimate land value and test the <br />financial implications of various land development options and deal structures. This <br />model will focus on addressing immediate questions related to the value of the lot as a <br />real estate asset. But it's important to stress that the type of financial analysis proposed <br />herein will not constitute a formal appraisal of the site. <br />Consultant will perform the following: <br />Task 1: Define Analytical Parameters and Scenarios — define the applicable zoning and <br />related land use assumptions and parameters applicable to alternative uses evaluated, <br />including allowable height, floor area ration, parking ratios, public open spaces, etc., by <br />land use. <br />Task 2 Conduct Financial Analysis — develop a financial model to evaluate the <br />development feasibility and resulting land value for each of the two (2) scenarios <br />established above. <br />Task 3 — Prepare Draft and Final Deliverables — document the analysis described above <br />in a Draft Technical Memorandum for review by City Staff. <br />Page 9 of 10 <br />REV: 05-17-18 VR <br />ATTY/AGR.2018.1011EPS - Economic and Planning Systems <br />
