06/11/2018 <br />RESOLUTION NO. 15675 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />TO AMEND THE CITY'S DOWNTOWN PRECISE PLAN MAXIMUM <br />ALLOWABLE DEVELOPMENT CAP FOR THE 851 MAIN STREET PROJECT <br />WHEREAS, on January 24, 2011, the City Council adopted Resolution No. 15087 to <br />approve and adopt the Downtown Precise Plan (DTPP) and certified the Final Environmental <br />Impact Report for the Downtown Precise Plan (FEIR); and <br />WHEREAS, Section 2.0.4 of the DTPP currently includes Maximum Allowable <br />Development (MAD) caps as follows: <br />a. Residential development under this Plan shall not exceed 2,500 net new <br />dwelling units <br />b. Office development under this Plan shall not exceed 500,000 net new square <br />feet of gross floor area <br />c. Retail development under this Plan shall not exceed 100,000 net new square <br />feet of gross floor area <br />d. Lodging development under this Plan shall not exceed 200 net new guest <br />rooms <br />WHEREAS, previously entitled development projects located within the DTPP area have <br />exhausted the square footage available under the MAD cap for new office floor area; and <br />WHEREAS, on November 25, 2014, The Acclaim Companies (Applicant), submitted an <br />application for a General Plan Amendment, Downtown Precise Plan Amendment, Tentative <br />Parcel Map, Use Permit, and Downtown Planned Community Permit including ten Guideline <br />deviations and a historic preservation standard exception, to develop an office and retail mixed <br />use project located at 851 Main Street, (Project), which is located within the DTPP area; and <br />WHEREAS, the 851 Main Street Project exceeds the DTPP MAD cap for new office floor <br />area; and <br />WHEREAS, the Applicant is seeking to amend section 2.0.4.1.b of the DTPP to raise the <br />DTPP MAD cap for new office floor area in order to accommodate the Project as follows: <br />b. Office development under this Plan shall not exceed 50GL OO 574.667 net <br />new square feet of gross floor area (74.667 of which to be located at 851 <br />Main Street). <br />WHEREAS, on March 27, 2017, the City Council held a duly noticed public hearing and <br />initiated a General Plan Amendment and Downtown Precise Plan Amendment to allow the <br />Applicant to move forward through the Project analysis and public hearing entitlement process; <br />and <br />WHEREAS, on March 20, 2018, the Planning Commission held a duly noticed public <br />hearing in accordance with all applicable requirements of the State Planning and Zoning law, the <br />Redwood City Zoning Ordinance and the Redwood City Municipal Code to review the Draft <br />Supplemental Environmental Impact Report (Draft SEIR) and the Project entitlements, and <br />forwarded a recommendation (5-0, Safdari absent, Schmidt recused) to approve the requested <br />Project entitlements; and <br />ATTY/RESO.0050/CC RESO AMDENDING THE CITY'S DOWNTOWN PRECISE PLAN —851 MAIN STREET PROJECT RESO.
