06/11/2018 <br />RESOLUTION NO. 15676 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY TO APPROVE A TENTATIVE PARCEL MAP, USE PERMIT, AND <br />DOWNTOWN PLANNED COMMUNITY PERMIT INCLUDING TEN GUIDELINE <br />DEVIATIONS AND ONE HISTORIC PRESERVATION STANDARD EXCEPTION <br />FOR AN OFFICE AND RETAIL MIXED USE PROJECT LOCATED AT 851 <br />MAIN STREET IN DOWNTOWN REDWOOD CITY <br />WHEREAS, on November 25, 2014, The Acclaim Companies (Applicant), submitted an <br />application for a General Plan Amendment, Downtown Precise Plan Amendment, Tentative <br />Parcel Map, Use Permit, and Downtown Planned Community Permit including ten Guideline <br />deviations and a historic preservation standard exception, o develop an office and retail mixed <br />use project located at 851 Main Street, (Project), which is located within the Downtown Precise <br />Plan (DTPP); and <br />WHEREAS, on September 30, 2015, the Historic Resources Advisory Committee <br />(HRAC) held a study session to review and provide feedback on the Project's compliance with <br />the historic resources preservation requirements of the DTPP and the Historic Preservation <br />Ordinance (Chapter 40 of the Redwood City Municipal Code); and <br />WHEREAS, on September 6, 2016, the Planning Commission (Commission) held a duly <br />noticed scoping session for the preparation of a Supplemental Environmental Impact Report <br />(SEIR), which would supplement the original certified downtown EIR and update the analysis to <br />cover the 851 Main Street Project; and <br />WHEREAS, on March 27, 2017, the City Council held a duly noticed public hearing and <br />initiated a General Plan Amendment and Downtown Precise Plan Amendment to allow the <br />Applicant to move forward through the Project analysis and public hearing entitlement process; <br />and <br />WHEREAS, on July 13, 2017, the HRAC held a duly noticed public hearing to consider <br />the historic reports prepared by Richard Brandi and Page and Turnbull, the Rehabilitation Plan <br />prepared by Architectural Resources Group, the Project's compliance with the historic resources <br />preservation requirements of the DTPP, and compliance with the City's Historic Preservation <br />Ordinance (Chapter 40). The HRAC determined: <br />(1) The historic reports adequately evaluated the Project pursuant to the DTPP, <br />Chapter 40, and the California Environmental Quality Act (CEQA); <br />(2) The Project will not have a significant adverse impact on the historic landmark <br />located at 847-849 Main Street, and will protect the landmark's continued <br />eligibility for listing on the California Register; <br />(3) The Project is consistent with and fully adheres to the Secretary of the <br />Interior's Standards for the Treatment of Historic Properties; <br />(4) The Project will not create a significant adverse change in the significance of <br />the adjacent historic landmark at 837 Main Street (IOOF Building), and will <br />protect the adjacent historic resource's continued eligibility for listing on the <br />California Register; <br />ATTY/RESO.0051/CC RE50 APPROVING THE DOWNTOWN PLANNED COMMUNITY PERMIT -851 MAIN ST PROJECT <br />RESO NO. 15676 <br />REV: 05-31-18 PR MUFF NO. 601 <br />Page 1 of 6 <br />
