REPORT To the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />August 26, 2002 <br /> <br />Subject <br />Procurement of Professional Engineering Services for Proposed Redwood City Recycled <br />Water Project <br /> <br />Recommendation <br />By motion authorize staff to negotiate a scope of professional engineering services fo~ the <br />design of the distribution system of the proposed Recycled Water Project with <br />Kennedy/Jenks Consultants <br /> <br />Background <br />On June 11, 2001 the City Council approved a professional services agreement with <br />Kennedy/Jenks Consultants for the Water Recycling Feasibility Study for the Redwood <br />Shores area. Kennedy/Jenks was recommended from a field of four firms following a <br />competitive, two-phase selection process. <br /> <br />On January 28, 2002, the Council approved Task Order No. 1 which authorized staff and <br />Kennedy/Jenks to begin working directly with Caltrans, the San Mateo County <br />Transportation Authority and their design consultants to conduct a pre-design study of the <br />proposed Hwy. 101 bike path recycled water transmission line and develop a checklist of <br />all technical requirements, permits, constraints and potential costs associated with the <br />work. The work was completed within a very short period established by Caltrans. <br /> <br />On February 4, 2002, the Council reviewed and accepted the Water Recycling Feasibility <br />Study for the Redwood Shores area from Kennedy/Jenks Consultants. <br /> <br />On February 25, 2002, the Council approved Task Order No. 2 to the agreement with <br />Kennedy/Jenks, including a refined "market assessment" of the "Greater Bayfront Area" <br />(east of Hwy. 101 and south of Whipple Ave.) and a more developed concept plan for <br />pipeline alignments in the Greater Bayfront Area and Central Redwood City. Also, staff <br />has added a cost effectiveness study, project financing plan and review of water rates and <br />connection fees. <br /> <br /> On March 11,2002, The Council approved Task Order No. 3, which included production of <br /> design drawings and specifications for the recycled water transmission line located in the <br /> Caltrans Highway 101 right-of-way. The bulk of the pre-bid work is now complete and <br /> Caltrans has signed off on the Kennedy/Jenks design work. <br /> <br /> The work on Task Order No. 2 has proceeded according to the agreement, and with <br /> Council's anticipated acceptance of the final report - Water Recycling Feasibility Study for <br /> Redwood City, Kennedy/Jenks Consultant will have fulfilled part of their contractual <br /> obligations to the City.
