AGENDA rI'L;M 4E <br /> J-L~Y 31, 2002 <br /> <br /> REDWOOD CITY RECYCLED WATER PROGRAM <br /> PROCUREMENT OF ENGINEEREN'G SERVICES <br /> <br /> ISSUE <br /> How should SBSA initiate selection procedures to obtain engineering services for the design of a <br /> recycled water storage tank and a distribution system pump station. <br /> <br /> BACKGROUND <br /> SBSA and Redwood City have developed a recycled water production and dislribution program to <br /> provide water to the eastern end of Redwood Shores. The First-Step project, or Phase 1, is now in the <br /> third year of operations. Redwood City has developed a plan to expand the program to provide recycled <br /> water for alt of-the Redwood Shores area with the possibility of extending the program ~o other parts .of: ~ -- <br /> the city. Phase 2 of the program includes providing permanent treatment facilities, a new storage <br /> reservoir, a new disWibution system pump station and dislribution system pipelines and cormeetions to <br /> the customers. Redwood City is the lead agency and ha~ delegated to SBSA implementation of the <br /> facilities located at and immediately adjacent to the treatment plan:. SBSA has identified four separate <br /> design and construction projects. The first is to modify the ex/sting filters, the second is to add new <br /> disinfection facilities, the third is to construct a recycled water storage reservoir and the fourth is to <br /> construct a new distribution system pump station. SBSA has authorized Kennedy/Jenks to begin the <br /> engineering design of the first two projects. Design of the storage reservoir and pump station, winch are <br /> the key links between treatment and distribution, is the next step of the SBSA assignment. <br /> <br /> DISCUSSION <br /> Procurement of professional engineering serv/ces for design and consmaction projects is a very common <br /> process for public agencies. Many public agencies have the need for specialized engineering services on <br /> individual projects that are not provided by agency staff. Engineering companies ex/st that employ <br /> specialized engineering professionals to perform the desired services. Most public agencies have <br /> developed internal procedures to obtain the needed services. SBSA and Redwood City have developed <br /> their own procedures. SBSA has utilized Kennedy/Jenks and other professional engineering companies <br /> based on qualifications and experience. Redwood City followed their selection procedures and <br /> independently selected Keunedy/Jenks to prepare the planning studies for the Recycled Water Program. <br /> Both agencies have cooperated, but have independently retained the same engineering company for <br /> engineering services on this project. SBSA could decide to proceed with an open competitive process to <br /> select an engineer for the next project. But, the question is will SBSA obtain better professional services <br /> by following a competitive process or by defining the preferred scope of work and select certain <br /> individuals to prov/de the necessary serv/ces. The circumstances of this project lend itself to an answer <br /> that SBSA would be better served by selecting and negotiating for individuals that are experienced w/th <br /> the facility. Redwood City and SBSA have retained Kennedy/Jenks for design of the other facilities <br /> needed to produce and deliver recycled water. Bringing a new engineer into the middle of the system is <br /> possible, but the coordination issues may be difficult depending upon the design approach and <br /> individuals actually assigned by the new firm. Also, the structural foundation issues are the most <br /> significant aspect of design and construction. Kennedy/Jenks is very familiar with the structural <br /> conditions, but specialized support services will be needed for the bay mud foundation conditions. <br /> SBSA should select certain individuals with bay mud and structural qualifications be assigned to the <br /> engineering team for this project. Negotiating directly with Kennedy/Jenks will assure SBSA of having <br /> the most qualified individuals being assigned to the project. <br /> <br /> ACTION <br /> Provide direction to staff on process for selection of consultant team for design of the Next Step recycled <br /> water storage tank and pump station. <br /> <br /> Reportby: ~ ~O~-~'~! <br /> <br /> <br />
