IREPORT To the Honorable Mayor and City Counci

From the City Manager

August 26, 2002

Subject
Agreement with Peninsula Conflict Resolution Center.

Recommendation
Execute the Agreement with Peninsula Conflict Resolution Center for community mediation
services for fiscal year 2002/2003.

Background
The Peninsula Conflict Resolution Center (PCRC) offers an effective and efficient
alternative to dealing with interpersonal and communication problems by getting the parties
to work together toward a solution. PCRC deals with issues such as disputes over barking
dogs, concerns over a neighbor's tree growing into another yard, and landlord tenant
disagreements. The program provides training to volunteers who then help the parties in a
dispute to work out a mutually acceptable solution. City staff refers residents to PCRC on
a regular basis. PCRC has been especially helpful when City staff is dealing with large or
sensitive community issues. See Exhibit A for a full list of services to be provided under
this agreement. The agency currently has contracts with 15 Cities in San Mateo County.
This agreement is for fiscal year 2002/2003, at a cost not to exceed $27,274. This is the
same amount contained in last year's agreement.

Alternative
Council can elect not to enter into the agreement.

Fiscal Impact
$27,274 which has been budgeted in the 2002/2003 budget.

~...D'eanna V.
