The project satisfied the following goals set out by the Streets and Beautification <br />Committee: <br /> <br /> Improve the aesthetics and safety of El Camino Real. <br /> <br /> Provide a beautiful tree-lined boulevard of stately shade trees that will enhance <br /> the environment. <br /> ~ Continue to promote further enhancement an~ redevelopment of businesses <br /> and properties along El Camino Real. <br /> <br /> ~ Enhance potential designation as a Historic Boulevard or Trail on Ei Camino <br /> Real. <br /> <br />The contract took longer than expected to complete for several reasons: The working <br />conditions were horrible, with the time limited to 9:00 PM to 6:00 AM; cold weather and <br />wet conditions slowed pro§tess during the winter; traffic control on the State Highway <br />system limited the amount of roadway that could be open at any one time; the logistics <br />of supplying construction materials was complicated by the night-time work. Also, we <br />experienced delays in getting PG&E to serve power to some of the controllers in a <br />timely fashion. This required hand watering of plants during a portion of the contract. <br /> <br />The Contractor, to his credit, persevered through all the problems and was able to <br />complete the construction of the project. The contract also called for a 60-day <br />maintenance period, which just recently was completed. One change order totaling <br />$5'1,893.90 (3.9% of the contract) was issued to the contractor to cover some additional <br />landscaping and the replacement of the mulch. Original specifications called for <br />"shredded bark mulch" which turned out to be fire problem with motorists throwing <br />cigarette butts into the medians. We replaced the shredded bark with more fire <br />retardant, "walk-on" mulch. <br /> <br />Alternatives <br />There are no other alternates to the acceptance. <br /> <br />Fiscal Impacts <br />Funds in the amount of $'1,34'1,048 were available in the '1998-'1999 Capital <br />Improvement Program budget in the Transportation Fund, for this project.
