IREPORT <br /> To the Honorable Mayor and City CouncilI --~ ,, <br /> From the City ManagerI <br /> <br />August 26, 2002 <br /> <br />Subject <br />Agreement for Redwood City Family Centers <br /> <br />Recommendation <br />Execute the Agreement between the County of San Mateo, the City of Redwood City, and_ <br />the Redwood City Elementary School District for support of the Redwood City Family <br />Centers for fiscal year 2002/2003. <br /> <br />Background <br />The City of Redwood City in partnership with the Redwood City School District and the <br />County of San Mateo agreed to assist the Redwood City Family Centers with <br />sustainability of the program at Fair Oaks, Hoover, Kennedy and Taft schools. The <br />Redwood City Family Centers were established to actively involve Redwood City <br />residents, educators and human service providers in supporting neighborhood children <br />to become successful learners. The Redwood City Family Centers provide one-stop <br />services including health services, family support services, parent-community <br />partnerships, and adult education and after-school programs. This program is <br />supported and overseen by Redwood City 2020 leadership. The Redwood City Family <br />Centers reach students and their families at four "family centers" housed at the <br />elementary and middle schools (mentioned above); in a way that few programs are able <br />to do because they are strategically linked to the schools they serve. The City of <br />Redwood City also recently received a Program Excellence Award from the <br />international City Managers Association for this highly successful program. <br /> <br />Redwood City and San Mateo County are funding the core operations of the Redwood <br />City Family Centers with $100,000 each, and the Redwood City Elementary School <br />District is funding core program operations with $50,000 for fiscal year 2002/2003. The <br />total Redwood City Family Centers budget for 2002/2003 is approximately $2.5 million. <br />Over 50% of the budget includes redirected and in-kind resources. Additional funds <br />include $300,000 from the State Healthy Start grant for the Kennedy Middle School <br />Family Center, $50,000 for the Lucile Packard Foundation for Children's Health, <br />$185,000 in local Proposition 10 funding, $289,000 in State Proposition 10 funding, <br />$50,000 from the Zellerbach Family Fund and others. <br /> <br />The agreement between the County, the School District and the City is a challenge grant. <br />In theory, should any of the partners not contribute what has been agreed to, the others <br />would .withdraw their contributions as well. The attached agreement ensures continued <br />sustainability for the Redwood City Family Centers for fiscal year 2002/2003. <br /> <br />Alternative <br />Council can elect not to enter into the agreement. <br /> <br /> <br />
