EPOR ~ To the Honorable Mayor and City..Council <br /> From the City Cler~ <br /> <br /> August 26, 2002 <br /> <br /> Subject <br /> Award of Bid for Annual Legal Advertising for Redwood City <br /> <br /> Recommendation <br /> Motion to award bid to the Redwood City Tribune/Independent (The Independent) for~ <br /> annual legal publishing services in the amount of $10.00 per column inch for the remainder <br /> of calendar year 2002. <br /> <br /> Background <br /> As directed by the Redwood City Charter, advertisement for bids from all newspapers of <br /> general circulation occurred and bids were opened on March 13, 2002. The City Charter <br /> provides for advertisement for the submission of sealed proposals or bids from all <br /> newspapers of general circulation in the city. Bids were submitted by three newspapers: <br />· The Redwood City Tribune/Independent (Independent), the Redwood City Daily News <br /> - (Daily News) and the San Mateo Times (Times). In California, there are two methods of <br /> obtaining status as a newspaper of general circulation. Only the Redwood City <br /> Tribune/Independent is adjudicated in Redwood City. The other two newspapers, Redwood <br /> City Daily News and the San Mateo Times, are adjudicated in the "County". <br /> <br /> San Mateo Times: In 1999, the Redwood City Attorney's Office disqualified the bid <br /> proposal received from the Times due to the fact that the place of publication was the City <br /> of San Mateo. The status has not changed. The San Mateo Times is adjudicated in the <br /> County of San Mateo, not Redwood City. <br /> <br /> Redwood City Daily NeWs: In 2001, the Daily News was adjudicated in the County'of San <br /> Mateo, not Redwood City. A site visit confirmed that the principal office of publication is <br /> located at 1441 El Camino Real, Redwood City where the electronic files are transmitted to <br /> Fricke Parks Press in Union City, California for printing. With current technology, it is <br /> common for newspapers to prepare e!ectronic files and transmit to an offsite printer. The <br /> Daily News has a paid subscription list of 130 in Redwood City. The column inch rate is <br /> $9.50. <br /> <br /> Redwood City Tribune/Independent: In 1990, the Redwood City Tdbune was adjudicated <br /> in Redwood City under Government Code § 6008, which states that the newspaper has <br /> only one principal office of publication and that office is in the city for which it is seeking <br /> adjudication. The status has changed, and at this time, the. Independent is published in <br /> San Francisco, with branches located in Redwood City and Budingame. A site visit to the <br /> branch office on Broadway confirmed that reporters prepare stories that are submitted to <br /> Burlingame for editing and then to San Francisco for printing. Although, the bid stated that <br /> the Independent has no paid subscribers, additional information was obtained that shows a <br /> paid mail subscription number of 38 in Redwood City. The column inch rate is $10.00. <br /> <br /> <br />
