REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 11, 2018 <br /> <br />SUBJECT <br />Water Connection and Service – 752 Hillcrest Way (APN 068-071-470), in <br />unincorporated San Mateo County, CA <br /> <br />RECOMMENDATION <br />Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO) <br />for extension of water services outside jurisdictional boundaries to the proposed Parcel <br />at 752 Hillcrest Way (APN 068-071-470), in unincorporated San Mateo County, <br />pursuant to Government Code Section 56133, and find that the project is exempt from <br />the California Environmental Quality Act (CEQA) under CEQA Guidelines Section <br />15303 <br /> <br />BACKGROUND <br />The property at 752 Hillcrest Way is located on APN 068-071-470, which was created in <br />1989 by merging APN 068-071-070 and APN 068-071-080. The owner has applied to <br />the County of San Mateo to develop the vacant lot and construct a new single family <br />home on the parcel. The City is not currently providing water service to the parcel. As a <br />condition of approval, the County requires the property owner to secure a new water <br />connection and service from the City of Redwood City for the proposed residence. <br /> <br />The City must receive LAFCO approval to provide water service to the Property. The <br />existing water main that runs along the frontage of the Property is 4-inches in diameter. <br />Pursuant to Municipal Code Section 38.26, the applicant must upgrade the water main <br />to a minimum of 8-inches extended from the nearest 6-inch diameter or greater main. <br />The parcel is located in the unincorporated part of San Mateo County, outside of <br />Redwood City’s jurisdictional boundaries, but is within the city’s sphere of influence and <br />water service area. <br /> <br />ANALYSIS <br />The extension of water service outside jurisdictional boundaries is not a frequent <br />occurrence. The occasional addition of a residential connection is not anticipated to <br />have any significant impact on the city’s total water allotment. <br />6.3.C. - Page 1
