Consolidated Plan REDWOOD CITY 2 OMB Control No: 2506-0117 (exp. 06/30/2018) Executive Summary ES-05 Executive Summary - 24 CFR 91.200(c), 91.220(b) 1. Introduction As a condition of receiving federal funds from the Department of Housing and Urban Development (HUD) the City must prepare, adopt and submit a five year Consolidated Plan (Plan) to HUD. The Plan is a strategic policy document for meeting the needs of low-income community members. The process for preparing the Plan involves assessing the needs of the community with stakeholders and establishing priorities and strategies for the use of the federal funding resources. The Plan consists of three major components: a Community Needs Assessment; the five year Priority Needs and Strategies; and an Annual Action Plan that identifies the programs and activities to be funded with Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) funds each year of the five-year plan. The Plan serves four separate but integrated functions: • A planning document for the City, which utilizes a citizen participation process to engage the community in its development; • An application for the receipt of federal funds under HUD’s formula grant programs; • A strategy to be followed in carrying out HUD programs, and • An action plan that provides a basis for the City, the community and HUD to assess performance annually. The Consolidated Plan is designed to help local jurisdictions assess their affordable housing and community development needs and market conditions, and make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from HUD formula block grant programs, such as CDBG and HOME. The Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. The City reports on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER). As part of the Consolidated Plan, the City must certify that it will affirmatively further fair housing, which means conducting an Analysis of Impediments to Fair Housing Choice (AI), taking appropriate actions to overcome the effects of any impediments identified through that analysis, and keeping records of these actions. 6.3.F. - Page 14
