This information lays the foundation for the goals, <br />policies, and programs that aim to address these housing needs. <br />Several factors influence the degree of demand, or “need,” for housing in Redwood City. The four major <br />needs categories considered in this report, consistent with State law, include: <br />• Housing needs resulting from population growth, both in the city and the surrounding region <br />• Housing needs resulting from the overcrowding of units <br />• Housing needs that result when households pay more than they can afford for housing <br />• Housing needs of “special needs groups” such as elderly, large families, female-headed <br />households, households with a disabled person, and homeless persons <br />6.3.F. - Page 34
