REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 25, 2018 <br /> <br />SUBJECT <br />Amendment No. 3 to Agreement for Professional Services with Kitchell/CEM, Inc. <br /> <br />RECOMMENDATION <br />By motion, approve Amendment No. 3 to Agreement for Professional Services with <br />Kitchell/CEM, Inc. and authorize the City Manager to execute the amendment in the <br />amount of $112,500, for a total of $393,500 for project management and downtown <br />construction coordination <br /> <br />BACKGROUND <br />In March 2015, the City entered into a professional services agreement with <br />Kitchell/CEM, Inc. for project management and construction coordination of various <br />downtown development projects. In December 2015, the City approved Amendment <br />No. 1 to the agreement with Kitchell/CEM, Inc. to continue these services, and in March <br />2017, the City approved Amendment No. 2 to further continue these services. The <br />agreement provided for a dedicated Project Manager to ensure effective communication <br />with private construction projects in the downtown area, increase communication <br />between the community and all project stakeholders, and to assist the City with <br />developing a collaborative, consensus-driven process to facilitate project delivery. <br /> <br />The original agreement was initially anticipated to conclude upon completion of specific <br />large development projects in and near the downtown area. Due to the success of <br />communication efforts since executing the original agreement, and the continued need <br />for construction coordination within and adjacent to the downtown area as new projects <br />began construction, Amendments No. 1 and No. 2 extended services and <br />accommodated the new projects through June 30, 2018. <br /> <br />ANALYSIS <br />Kitchell/CEM, Inc. has been responsible for maintaining a dedicated point of contact for <br />all downtown construction projects. Kitchell/CEM, Inc. has performed effectively and <br />efficiently since the inception of the agreement by providing a Project Manager to the <br />City as required. <br />6.1.B. - Page 1
