The City will provide <br />programs and services identified in this Plan to households with the greatest need. Therefore, most <br />activities will serve eligible low income households on a citywide basis and these applicants will apply for <br />assistance on a program-by-program basis. Physical activities, including housing and neighborhood <br />improvements, will generally be provided within the Census Block Group Areas with the greatest <br />concentrations of low income households. <br />The City's geographic targeting of HOME funds includes contiguous jurisdictions in addition to citywide <br />targeting. The HOME regulations permit Redwood City to invest its HOME funds in a project outside of <br />its boundaries if that project will serve its own population as well as that of the contiguous jurisdiction <br />where the project is located.
