<br />Page 2 of 8 <br />City boards and commissions, shortening mayoral terms to one year, replacing biannual <br />mayoral selections with automatic rotation of the office among all Councilmembers, and <br />updating the Charter in light of legal, technological, and cultural developments. <br /> <br />The Committee met on June 12, August 21, and October 18 of 2017 to consider these <br />amendments and other potential amendments to the Charter. After thorough review, the <br />Committee recommended several changes to the full Council at the December 4, 2017 <br />meeting. The Committee considered, but did not recommend, changes related to <br />mayoral terms and to the Port of Redwood City. Council accepted the Committee’s <br />recommendations at the December 4 meeting. <br /> <br />The Committee met again on May 14 and June 11 of this year to discuss other potential <br />amendments to the Charter. Based on these discussions, the Committee recommends <br />the following further amendments: <br /> <br />· Amend Sections 21 and 32 to establish that the City Clerk will be <br />appointed by the City Manager <br />· Amend Sections 31, 33, 34, 35, 36 to consolidate financial offices and <br />remove obsolete offices <br />· Amend Section 59 to conform the process for payments by the public <br />library to the process used by all other City departments <br />· Amend Section 67 to provide that the conditions and procedures for <br />contracts for public works and improvements shall be established by <br />ordinance <br /> <br />The following section describes the full recommendations of the Committee in two <br />subsections. The first subsection describes the proposed amendments that were <br />previously reviewed by the Council on December 4, 2017. The second subsection <br />describes the proposed amendments being considered for the first time at this meeting. <br /> <br />The full text of the proposed amendments is included in Attachment 1 to this staff report. <br />In Attachment 1, proposed additions to the Charter are indicated by underlining and <br />proposed deletions are indicated by strike-through text.
