EXHIBIT A — SERVICES <br />In consideration of the payments set forth in Exhibit B, Contractor shall provide the following <br />services: <br />I. SERVICES TO BE PROVIDED BY CONTRACTOR <br />A. Contractor will work in collaboration with the City's law enforcement and other <br />community agencies to provide an array of services. The typical scenarios under which <br />an individual is brought to First Chance is via law enforcement officers who are <br />bringing them due to a violation of Section 23152 CVC, driving under the influence, <br />Section 647 (f) PC, public intoxication, and 11550 H, under the influence of drugs. <br />These individuals are deemed eligible to be admitted to First Chance in lieu of jail by <br />the arresting officers. <br />B. Contractor will support the officer handling the arrest who conducts a breath and/or <br />urine test as needed. There will be a phlebotomist, under contract with American <br />Medical Response (AMR) that is available to conduct necessary blood draws. <br />C. Contractor's staff will complete a medical and behavioral screening on each client and <br />calculate a minimum stay time based on the client's level of intoxication if known or a <br />minimum time period of 8 hours if appropriate. The maximum length of time is 18 <br />hours and although initial time estimation is made, it is always under the discretion of <br />the counselor on duty to assess if the client needs to stay longer as he/she is not yet safe <br />to be released. <br />D. Contractor will provide respite to individuals involved in domestic disputes in which <br />law enforcement responds and deems that a participant is in need. In these instances, <br />the participant may or may not be under the influence but needs a safe place to stay for <br />up to 18 hours. <br />E. Contractor will provide respite to homeless individuals and veterans who may or may <br />not be under the influence, but need a safe place to stay for up to 18 hours. Contractor's <br />counselors can then screen, admit, and assess them for services that they may need <br />and/or are eligible for. <br />F. Contractor will also otter pick-up services to law enforcement agencies to bring <br />individuals to First Chance <br />G. Contractor will also leverage funding from San Mateo County Behavioral Health and <br />Recovery Services (BHRS) to offer Medication Assisted Treatment and other <br />ATfY/AGREEMENT/2018.126/S(AR VISTA <br />REV: 06-13-18 MI <br />Page 7 of 9 <br />
