EXHIBIT A
SCOPE OF SERVICES
PROJECT SCOPE DESCRIPTION:
Provide Design Development and Construction Documents for new facilities as
described below, consistent with the approved Schematic Design approved by the
City Council on May 21, 2018, to be located in Red Morton Park, Redwood City. The
site is currently occupied by a number of buildings, including the Veterans Memorial
Senior Center, the former 49'ers Practice Head Quarters, the resource/gift shop
building, the Herkner Pool Complex and the NFL Alumni Building. In addition,
circulation and parking for approximately 170 cars exist.
Additionally, provide a final phase of public outreach, together with a. Schematic
Design effort, to establish a final scope of Traffic Calming Improvements along Valota
and Madison — See Exhibit GG.
1. New Veterans Memorial Building/Senior Center: Gross Building Area of 45,000
sf on 2 levels. Major components include several multipurpose rooms, caterer's
and demonstration kitchen, welcoming lobby for social gathering and post and
pre -event assembly, a 299 -seat flexible theater, exhibit honoring veterans and
celebrating NFL Alumni, mini -gymnasium, wellness and adaptive P.E. studios,
and conferencing/administration space for Redwood City and a host of non-profit
organizations who partner with the City to provide numerous community services.
2. New Nevada Promenade: Replacing the roadway currently known as Nevada
Street with a new vibrant pedestrian -oriented promenade known as the Nevada
Promenade. The Promenade will be an active extension of the Red Morton Park,
providing a 60' wide parkway that connects the neighborhood north of Madison to
Red Morton Park. Along the Promenade, the new buildings will engage the
parkway at several points up and down its length to activate its many outdoor
rooms, while providing important code -required access for emergency vehicles.
The Nevada Promenade will be a combination of beautifully designed paving,
drought tolerant landscaping, and a host of outdoor furnishings and amenities for
day and evening use.
3. Traffic Calming Measures: This scope includes a combination of continued
public outreach and documentation for Design Development and Construction
Documents phases. The public outreach and Schematic Design effort will build
upon the concept "tools" introduced by Blue Zones at their third workshop on April
26, 2018. This extended public outreach effort will include Dan Burden and Blue
Zones, as well as Toole Design and ELS. This proposal anticipates two final
workshops, culminating in a final schematic design for each traffic calming
improvement. Following the City's approval of the Schematic Design (as well as
scope of intersections to be addressed), ELS and their consultants will prepare
Design Development and Construction Documents for Traffic Calming as shown
in Exhibit GG.
REV: 06-15-18 VR
ATTY/AGR/2018.128/ELS ARCHITECTURE & URBAN DESIGN
