Attachment 4 <br /> <br />Memo <br /> <br /> To: Redwood City Planning Commission <br /> From: Tom Passanisi, Principle Planner <br /> Date: 8/20/2002 <br /> Re: Modifications to the Draft Specific Plan <br /> <br /> Staff is recommending a few modifications to the Draft Specific Plan based on correspondence <br /> received during the EIR public review period. The Draft Specific Plan establishes "linkages" that require <br /> implementation of certain plan elements before a certain project can occur. These linkages ara <br /> described in Chapter 4 and shown on Table 2 (pg. 4-17). Staff recommends the following modifications <br /> to these linkages: <br /> <br /> 1) FACC Open Space Rehabilitation/Clean-up - This Plan Element is currently required as a <br /> precedent element to issuance of the Use Permit for the Church Facility Initial Phase. Due to <br /> potentially significant impacts to aquatic resources and wetlands, the City is recommending that <br /> this element be deleted from the Plan or, at a minimum, de-linking it from the Church Use Permit. <br /> <br /> 2) NoAh Tree Screen - This Plan Element is currently required as a precedent element to issuance of <br /> the Use Permit for the recycled water tanks, and is proposed to be located along the raised <br /> embankment between the biosolids drying beds and the wetland restoration/enhancement area. <br /> Due to pOTentially significant impacts to shore birds and visual character of the area, we ara <br /> recommending that this element be relocated to immediately adjacent to, and outboard of, the <br /> recycled water tanks. Relocation of the north tree screen to this location will provide greater <br /> screening of the tanks, SBSA is in agreement with this recommendation. Staff recommends <br /> retaining the linkage between the north tree screen and the recycled water tanks. <br /> <br /> 3) West Tree Screen - This Plan Element is currently proposed as ground cover, Iow hedges, and a <br /> tree row along the eastern frontages of Radio Road and the SBSA access road. Staff is <br /> recommending that the tree row component of this landscaping be deleted, due to the same <br /> concerns expressed about the North Tree Screen (i,e., impacts to shore birds and visual <br /> character). <br /> <br /> 4) Linkage between Recyled Water Tanks and Existinq Service Road. On page 4-17 of the Specific <br /> Plan, it states that the recycled storage tank can only be built upon removal of the existing service <br /> road. This was included to assure that there would always be access to the water tanks. However, <br /> access can and will be provided from the existing treatment plant service roads. Therefore the <br /> City, including SBSA, request that the linkage between the recycled water tanks and the removal of <br /> the existing service road be deleted <br /> <br /> <br />
