REPORT To the Honorable Mayor and City Council From the City Manager September 9, 2002 Subject Authorization of Payment to Folger Graphics for Parks, Recreation and Community services Activity Guide Recommendation It is recommended that Council by motion authorize payment to Folger Graphics for $19,850.00 for printing of the Fall-Winter Parks, Recreation and Community Services Activities Guide. Background In order to advertise the wide variety of fee based classes, sports leagues, senior and human service programs as well as special events, the Parks, Recreation and Community Services Department produces three activity guides per year that are mailed to all residential customers. During the 2002-03 Fiscal Year, we will produce a Fall Winter guide for activities from September through February, 2003, a Spring Brochure for classes from March through the beginning of June, which highlights upcoming Summer Care for parents who need to plan ahead, and a Summer Brochure. Using section 2.65 of the City Code, the PRCS Department solicited three written bids without public advertisement. We rejected one bid from "The Independent" printing company based on our past experience of using their services. We experienced delays, poor quality and poor customer service. We're recommending to use the services of the next lowest bidder of Folger Graphics. The above costs pay for the printing and collating of 4t ,000.,72-pagea~-'tivity guides with an 8-page Spanish language insert. Alternative Use the services of a vendor that we have used in the past, but with negative outcomes.
