This sole source purchase, if approved, will support the Parking Meter Study <br /> recommendations accepted by City Council on September 21, 1998. The City standard for <br /> parking meter service includes the clear dome replacement, label replacement, and battery <br /> replacement (on electronic units). Mechanical units are replaced with electronic units when <br /> they fail. All of the parking meter poles have been painted teal green color and color- <br /> coded meter time-limit identification label collars are visible on the meter poles below the <br /> meter head. The purchase of replacement domes and other meter repair parts is included <br /> in this $31,450 recommendation. <br /> <br /> The quality standard to avoid faulty parking meters includes: <br /> · the shift to more reliable electronic meter mechanisms <br /> · daily inspections (a scheduled route Monday- Friday) <br /> · prompt staff response to and resolution of customer inquiries <br /> <br /> Alternatives <br /> The alternative to this action would be to open the meter purchase to competing meter <br /> manufacturers via a bid process. This may initially appear to save money on purchases. <br /> However, staff believes that the additional housing, keying, electronic programming tools, <br /> and repair parts inventory will become a greater expense over time. <br /> <br /> In mid-June 2002_, Staff received informal quotes on comparable meters with the following <br /> results: <br /> <br /> Company Cost of meter mechanism <br />Tri~State Meter, Inc., Arizona $150.00 + shipping ($7.00) <br />J. J.
