EPORT To the Honorable Mayor and ,C.,,ty Council From the C,ty Manager April 23, 2001 Subject Award of Contract - 2001-2002 Civic Facilities Painting Project Engineering File No. 803-02 Recommendation Approve the Contract Documents and award the contract for the 2001-2002 Civic Facilities Painting Project to the lowest responsible bidder, Stan's Painting of Citrus Heights, California, for their Iow bid of $84,000. Background Many of the existing City facilities are in need of painting. These facilities include the following: ~ Police Facility . > Hawes Baseball Field >- Municipal Services Center (Shops & Open Storage Areas) > Main Library - Exterior Joint Sealant Replacement With the emphasis of preventive maintenance, and the goal of keeping the appearance of the City's Civic Facilities looking their best, a Civic Facilities Painting Program was established to fund repainting of the buildings. Three bids were received. The bids were opened at 3:0(~ PM in the office of the City Engineer (Maps & Records Counter Area) on August 21, 2002 Below is the summary of the bids received. Rank Contractor Amount (Base Bid) 1. Horizon Painting - Rio Linda, CA *$74,500.00 2. Stan's Painting Co. - Citrus Heights, CA $84,000.00 3. Ionic Construction Co. - San Rafael, CA ~ $89,000.00 The.loTM.bid of $84,000 is 12%h gher than the Enginger's Estimate of $751000, and the average bid of $82,500.00 is 11% above the Engineer's Estimate. After reviewing the bids and verifying the Iow bidder's references, the bid is considered a fair and responsive bid. : , · A complete copy of the agreement is available for review in-the City Clerk's Office. · Horizon Painting Co. of Rio Linda, California submitted the lowest bid; however, they did not include Addendum No. 1 with their bid package. Therefore, Horizon Painting Co. is not considered a "good and responsive" bidder.
