REPORT ._ ........... <br /> To th~Honorable Mayor and City Council <br /> From the City Manager <br /> <br />September 9, 2002 <br /> <br />Subject <br />Agreement with San Mateo County for contract landscape maintenance services of <br />Garfield School field. <br /> <br />Recommendation <br />Approve, by motion, an agreement with San Mateo County Department of Public Works for <br />the landscape maintenance of Garfield School field by the City of Redwood City. <br /> <br />Background <br />The City of Redwood City, the County of San Mateo and Redwood City School District <br />entered into an agreement for the development and maintenance of Taft School and <br />Garfield School fields on November 8, 1999 (the "Agreement"). The Agreement was <br />subsequently amended on August 28, 2000 clarifying certain CDBG funding requirements. <br />As a result, the County of San Mateo invested $550,000 in CDBG funds, and $1,000 in <br />Community Service Area 8 funds with the City of Redwood City investing $550,000 <br />specifically for development of the Garfield School field. In addition, the City was <br />responsible for the management of the project and obligated to make up for any shortfall <br />in the budget, of w~ich them was none. in return, the County of San Mateo is responsible <br />for paying for the maintenance of the field. <br /> <br />The Agreement stipulates that the maintenance responsibility for the Garfield School field <br />is the responsibility of the County. The Agreement, in part states..."the County of San <br />Mateo will be responsible for the cost of maintaining the playing fields at Garfield School. <br />in this connection, it is anticipated the County will contract with the City to perform this <br />service or to subcontract for maintenance." <br /> <br /> With the completion of the Garfield School field, a letter proposal was presented to the <br /> County Manageron June 19, 2002 proposing a landscape maintenance budget of $24,042 <br /> for 2002-03 fiscal year and $25,175 for 2003-04 fiscal year. The County of San Mateo <br /> Department of Public Works has accepted the City's proposal and has presented a <br /> landscape maintenance agreement (the "Landscape Maintenance Agreement") to be <br /> approved by the City Council. <br /> <br /> The Landscape Maintenance Agreement will be effective through June 30, 2004. We <br /> anticipate the relationship with the county likely continuing, for at least, the term of the <br /> original 10 year Agreement. After the initial 2 years of the Landscape Maintenance <br /> Agreement, the parties may elect to extend the Landscape M@~ntenance Agreement by <br /> amendment. <br /> <br /> Alternative <br /> Do not do anything and have the School District or County maintain the field. <br /> <br /> <br />
