<br />City Council Priorities <br /> <br />Page 37 <br /> <br />The City Council sets both operational and capital priorities to establish parameters for two-year financial planning. <br />Ongoing projects remain from the Council priorities set in the previous two-year budget, and the City Council has directed <br />staff to continue work on these projects. In addition, for the next two fiscal years, 2002/2003 and 2003/2004, the City <br />Council established the following priorities at their annual priority setting session. In departmental operating budgets, <br />specific objectives have been established to accomplish these priorities. In the Capital Improvement Program budget, <br />specific projects are funded and prioritized based on these same priorities. The City Council will revisit these priorities mid- <br />term in this two-year budget and planning process. Where appropriate and desired by the City Council, changes may be <br />made to the priorities. <br /> <br />In setting priorities, the Council applies its three "overarching guidelines," which are: <br /> <br />I. <br />II. <br />III. <br /> <br />Aesthetics <br />Creating Pedestrian-Friendly Public Places <br />Quality of Life <br /> <br />1. <br /> <br />Youth and Education <br />. Additional funding for extended use of new gyms/libraries/media centers at schools <br />. Look for opportunities to lock in land/space for two additional soccer fields and two additional baseball fields; tie <br />to parks and schools <br />. Lighting of McGarvey and Garfield fields <br />. Childcare location exploration (Franklin 81.) <br /> <br />2. <br /> <br />Transportation and Traffic <br />. Study in-town shuttles for youth/seniors/others; coordinate with SamTrans <br /> <br />3. <br /> <br />Infras tructure <br />. Maintain existing public access to Bair Island <br />. Redwood Shores Branch Library <br /> <br />4. <br /> <br />Housing <br />. Increase housing programs for teachers/seniors (including possible Cañada College site) <br />. Housing education/forum regarding density awareness, definitions, types, locations, and needs <br /> <br />5. <br /> <br />Downtown Improvements <br />. Create an implementation plan for the Downtown Plan (including possible additional committees) <br />. Implement Courthouse Plaza restoration <br /> <br />6. <br /> <br />Doing Business Effectively and Efficiently <br />. Advance planning tied to General Plan update: Step 1: Build-out analysis; Step 2: Zoning codes <br />updates/additional area plans <br />. Review codes and development permitting process to ensure appropriate follow-up <br /> <br />7. <br /> <br />Water Supply <br />. Address Redwood City water supply assurance <br />. Implement Water Recycling Project <br />. Regional water supply - Fix the system (Hetch Hetchy) <br /> <br />8. <br /> <br />Cultural Activities <br />.
