The <br />Library seeks to become "a happening place" for the entire community, a "third <br />place" that is neither home nor work for all to feel comfortable in and use. <br /> <br />Youth and education <br /> <br />a. Permanent Police Activities League (PAL) Facility - A 40-year land lease was <br />signed between the Redwood City P AL and the Redwood City School District for <br />the land at Taft School where the PAL Community Center is now located. <br />Construction of the PAL facility began in October of 2002 and ended in June of <br />2004. The PAL facility was officially opened in September of 2004 and currently <br />has 36 youths in the after-school program. The after-school drop-in center will <br />begin to accommodate hundreds of children beginning in April 2005. Also offered <br />nightly at the facility are karate and boxing programs coordinated by volunteer <br />instructors. <br />b. Unduplicated Police Contacts with Youth Utilizing PAL and DARE <br />Programs - The Police Department achieved 2,471 unduplicated contacts with <br />youth during fiscal year 2001/2002 and 2,475 unduplicated contacts with youth <br />during fiscal year 2002/2003. The numbers have been consistent with 2,468 <br />unduplicated contacts with youth during 2003/2004. With the opening of the new <br />PAL Community Center last year, the current projected number of unduplicated <br />contacts with youth for 2004/2005 is 3,050. <br />c. Fire Cadet Program - A Fire Cadet Program has been successfully operated <br />since 2003. Each year, three young people receive training, equipment and <br />exposure to the fire service. The intent of this activity is to introduce and attract <br />young members of our diverse community to the fire service. In 2004, we were <br />able to reallocate existing resources to ensure that our cadets received the standard <br />allocation of personal protective equipment and training materials. <br />d. Youth Participants in PACT - Sponsored by the City Manager's office, the City <br />offers a Partnership Academy for Community Teamwork (PACT) program twice <br />a year. The department has reserved the 2006 Spring PACT program for <br />Redwood City youth. To make this happen, the Department has collaborated with <br />PACT graduates and the two school districts in Redwood City. <br />e. Additional Childcare Facility - The Parks, Recreation and Community Services <br />department identified a need for an additional childcare site and explored <br />possibilities. Redevelopment staff is now considering a site in City-owned <br />property on Bradford Street as part of a mixed-use development. <br />f. After School Programming - The Parks, Recreation and Community Services <br />department is looking to increase the number of participants in after-school <br />programming at school sites from approximately 800 to 900. An even larger <br />target is desired, however, securing enough space to accommodate an even larger <br />increase is proving difficult. <br />g. School Readiness - The Library offers instructions for parents and daycare <br />providers in helping children 0-5 become "school ready" by modeling and <br />teaching read-aloud techniques and school readiness activities.
