6.1.A. - Page 2 <br />smaller projects that were phased to allow for an expanded play area and to provide <br />additional parking. <br />The Electrical Services Relocation Project moved a large PG&E transformer out of the <br />proposed playground area and undergrounded the existing overhead utility cables. The <br />Armory Parking Lot Project (immediately adjacent to the existing Armory building) <br />provides a new parking lot that can serve the Valota Road side of the park, including the <br />future playground. <br />The second phase (Phase 2) will construct the Magical Bridge Playground, picnic area <br />and a highly accessible drop off area. In addition to the playground renovations, this <br />phase will focus on safe access to the park and improvements to the main pedestrian <br />entrance into the park from Valota Road as well as improve lighting and drainage in the <br />project area. The third phase (Phase 3) will improve sports field spectator areas such as <br />new bleachers and shaded areas to comfortably watch field activities. <br />ANALYSIS <br />The improvements in Phase 2 include selective demolition, site clearing and grubbing, <br />grading and earthwork, concrete flatwork, walls and curbs, decomposed granite paving, <br />planting and irrigation work, electrical work, asphalt paving, curb ramps and truncated <br />domes, and pavement markings such as crosswalks. They also include park signage, <br />fencing and gates, shade structures, carefully selected play equipment, structures and <br />site furnishings, and resilient poured-in—place rubber and synthetic turf surfacing. <br />Additionally, the renovation will feature public art, a two-story playhouse, a new pre- <br />fabricated restroom building, and an interactive water feature. <br />A solicitation for Magical Bridge Playground (Phase 2) was publicly advertised on May <br />16, 2018. Bids submitted on June 13, 2018, were significantly above the cost estimate <br />provided by SSA. The bidding documents reserved the right for the City to reject all <br />bids. The lowest bid in the amount of $7,007,638.01 is $1,273,809.01 (20%) over the <br />engineer's estimate of $5,733,829.00. The fact that there was only one bidder is <br />indicative of the current economy and the boom in construction at this time.
