The analysis section of this report gives an overview of the contents of the draft Plan. As noted below, the Plan's primary objective is to "improve the quality of life for our residents and the health and sustainability of our community through improved connections between where people live, work, and play". The Plan aims to do this by providing better data for decision making, and providing a framework for prioritizing transportation projects. This framework will assist the City Council in deciding which transportation -related programs and capital projects should be funded in each annual budget. The purpose of this agenda item is for the public to provide comment on the draft Citywide Transportation Plan and for the Council to provide direction on the Plan itself. Specifically, staff seeks direction on whether any additional data should be collected, whether any existing data should be clarified, whether proposed goals or performance measures should be added, removed or modified, and whether the overall project list should be modified. Following Council direction, staff will make the final changes to the Plan and bring it back to Council for final adoption. If necessary, the Complete Streets Advisory Committee may review these revisions and the final version of the Plan prior to final Council consideration. ANALYSIS Citvwide Transportation Plan Vision and Goals The draft Plan builds on the foundation of the General Plan and takes the next step of prioritizing individual programs and projects to meet the City's mobility goals. To this end, the Plan proposes the following vision: "Promote the best travel experience possible for everyone in Redwood City by creating and maintaining a multimodal, safe, and accessible transportation network." Five goals support implementation of this vision: 1. Create a walking and bicycling -friendly community that provides a balanced, convenient and safe transportation system
