Tier 1 <br />projects are organized into three categories: top scoring projects, early investment <br />projects and neighborhood priority projects. These subcategories helped to ensure <br />projects considered to be Tier 1 received the highest evaluation scores but also did not <br />exclude projects that can be easily implemented and/or key projects dispersed and <br />equally distributed throughout the City. <br />Major changes to infrastructure (such as a railroad grade separation or an interchange <br />project) are characterized as "Signature Projects". Eleven signature projects are <br />included in RWCmoves. <br />The final chapter (5) of the report "Where Do We Go from Here?" identifies <br />implementation actions to bring the Plan's vision to fruition. Examples include: <br />• Adopting the Plan, <br />• Updating relevant General Plan Policies and Programs, <br />• Updating engineering standards, <br />• Updating the Transportation Impact Fee program to include un(or under) -funded <br />projects, and <br />0 Implementing an ongoing performance monitoring program. <br />
