6.3.13. - Page 34 <br />Recommended increasing the pilot to 3-4 months and as part of the evaluation collecting <br />before and after data on traffic volumes, speeds, and diversion. <br />M/S Rosas/Jacoubowksy recommended forwarding the Neighborhood Street <br />Enhancement Program — Implementation Plan to City Council for their approval. The <br />motion passed unanimously. <br />C. Endorse Measure A Bicycle -Pedestrian Grant Applications <br />The city is resubmitting the application for a project to improve the intersection of <br />Jefferson and Cleveland. M/S Tolmasoff/Jacoubowsky to support the grant application <br />and the motion passed unanimously. <br />6. Discussion Items <br />A. RWCmoves presentation <br />Staff member Manzi introduced the project manager for RWCmoves, Matt Hayes (Fehr <br />& Peers) to provide an update on the plan. Mr. Haynes presented the results of the <br />RWCmoves surveys and the draft Citywide Transportation Plan and provided an <br />opportunity for the committee to discuss whether the goals and vision are being met by <br />the plan. <br />Public Comment: Rachel Lopes (POST) asked how the Bay to Sea Trail fits into <br />RWCmoves and the Bike Backbone Network. <br />The committee asked about various details of the plan and data, types of projects, including <br />specific bike routes and including all kinds of users, such as wheelchairs, skateboards, etc. <br />Committee feedback: <br />• Consider Vera Bike Boulevard as a Signature Project <br />• Performance measures are comprehensive <br />• San Mateo Commission on Disability is a resource for the ADA transition plan <br />• Equity is an important consideration <br />Committee members commented on the need for/to: <br />• Extending the survey beyond the holidays (done) <br />• Education ambassadors to highlight multimodal options (generally and specifically <br />for EI Camino Real) <br />• Additional bike parking downtown <br />• A specific goal on Vision Zero <br />• Improving how projects are presented to make them more digestible (e.g. planning <br />vs. implementation, organize by neighborhood) <br />• Specific modifications to the Bike Backbone Network and Street Typology Map <br />• Improved pedestrian facilities — such as sidewalks, leading pedestrian intervals, <br />crosswalk program, more streetlights <br />There will be a special meeting for the committee to take action on the plan in the future. <br />7. Matters of Committee Interest <br />A. Communications <br />• Susan Wheeler is retiring and was in large part responsible for the committee's <br />existence. We will miss her! <br />• Senior Affairs Committee Vice Chair has suggested we do some sort of an <br />exchange (member to their meeting & vice versa) <br />• The region lost two mayors very recently — Eric Reed from Belmont and Edwin Lee <br />from SF, we mourn their passing. <br />2 <br />
