6A.B. - Page 35 <br />The CO Zoning District currently allows Research and Development labs as a permitted <br />use as well as other office uses. The zone does not specifically permit warehousing - <br />type uses. However, through the Use Permit process, staff and the review authority may <br />consider any potential negative impact of the businesses on the surroundings and <br />community. Neither the delivery center uses nor the nursery use allows walk-in retail. <br />The Planning Commission considered the proposed Zoning Ordinance amendment at <br />their June 5, 2018 public hearing. They discussed the protected uses near the CO <br />Zoning District, the potential impacts, and competition with other desirable city uses, <br />such as child care. After hearing the public testimony of one person in support of the <br />amendment, they recommended adoption of the ordinance. <br />Additionally, staff has evaluated the background check process in Chapter 32, Article V, <br />Division 7 (Regulation of Cannabis Businesses) of the Municipal Code. Staff proposes <br />amending the regulations to limit criminal history checks at the application stage to <br />cannabis business permit applicants and owners of the associated cannabis <br />businesses. Under the proposed amendment, criminal history checks of managers and <br />employees would only be required if the applicant was issued a cannabis business <br />permit. Further, under the proposed amendment, staff would be required to review the <br />circumstances of a conviction if an applicant is denied a permit, or a permittee has his <br />or her permit suspended or revoked, based on a conviction and seeks an appeal of the <br />denial/suspension/revocation. <br />GENERAL PLAN AND ZONING COMPLIANCE <br />• Goal BE -19: Provide areas for diverse employment and business opportunities <br />with optimum commute access. <br />• Policy BE -23:1: Accommodate a range of land uses to meet the economic, <br />environmental and social needs of Redwood City. <br />The proposed ordinances would allow cannabis uses in a zone that currently allows <br />commercial -type uses, and considers a new type of business that has been legalized by <br />the State of California in a way that minimizes negative impacts on surrounding <br />businesses and residents. <br />PUBLIC NOTIFICATION <br />
