6A.D. - Page 4 <br />The proposed resolution includes the text that would appear on the ballot, if the City <br />Council decides to proceed with this measure. The question is limited by state law to 75 <br />words. It would read as follows: <br />City of Redwood City Cannabis Business Tax Measure. Shall the <br />measure funding police patrols, after-school recreation programs and <br />other general city services by imposing a cannabis business tax on all <br />cannabis (marijuana) businesses at an annual rate which shall not exceed <br />10% of gross receipts of each business, which is expected to generate an <br />estimated $210,000 annually and will be levied until repealed by the <br />voters, requiring annual audits and with all funds staying in Redwood City, <br />be adopted? <br />Voter Requirement <br />The adoption of a cannabis business tax may be adopted by a simple majority vote on a <br />ballot measure if the tax is for a general purpose. Staff recommends a general purpose <br />tax to fund City services. <br />Next Steps <br />To proceed, the Council must call for an election on the measure, including the <br />ordinance establishing the tax to be approved by Redwood City voters. The proposed <br />resolution would submit the ordinance as written, and calls for the measure to be <br />submitted to the voters of the City at an election to be held on November 6, 2018. <br />The proposed resolution also directs the City Attorney to prepare the impartial analysis <br />and authorizes the Mayor to select such persons as necessary to sign the ballot <br />arguments in favor of the proposed ordinance on behalf of the City Council. The <br />argument may be signed by up to five people and may be any combination of members <br />of the City Council, authorized representatives of bona fide associations, or individuals <br />eligible to vote on the measure. <br />An argument authorized to be filed on behalf of the City Council will receive priority in <br />selection by the City Clerk for inclusion in the voter information guide, if more than one <br />argument were filed. The deadline to file the argument in favor of the measure is <br />Tuesday, August 14, 2018 at 5:00 p.m. <br />
