6.1.C. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager July 23, 2018 SUBJECT Amend the Financing and Information Technology Services Agreement between the City of Redwood City and Silicon Valley Clean Water RECOMMENDATION By motion, approve and authorize the City Manager to execute Amendment No. 5 to the Financing and Information Technology Services Agreement with Silicon Valley Clean Water (SVCW) BACKGROUND SVCW is a joint powers authority (Authority) created in 1975 that provides wastewater transmission, treatment, and effluent disposal services to the Cities of Belmont, Redwood City, and San Carlos, as well as the West Bay Sanitary District (Members). Under the Joint Powers Agreement, SVCW owns and operates the wastewater facilities, and the Members are obligated to pay the Authority for their allocable share of the Authority's operating, maintenance, and capital expenses. The Authority is governed by a four -member Commission, consisting of one appointed member from each of the Member's governing bodies. A Redwood City Council member currently serves as Chair of the Commission, and the City's Assistant City Manager of Administrative Services serves as the Authority's Controller. Since 1987, the City of Redwood City's Finance Division has performed all of SVCW's accounting and financial support functions including but not limited to payroll, accounts payable, general ledger, and treasury management through a contract for services. SVCW's financial recordkeeping was converted from a private vendor to the City's financial system, which is supported by the City's Information Technology (IT) Division. As of July 1, 2018, the City will no longer perform treasury management or accounts payable functions for SVCW due to the implementation of a new accounting software system by SVCW. This change has been included in Amendment No. 5.
