6.1.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 23, 2018 <br />SUBJECT <br />Amend the Financing and Information Technology Services Agreement between the <br />City of Redwood City and Silicon Valley Clean Water <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 5 to the <br />Financing and Information Technology Services Agreement with Silicon Valley Clean <br />Water (SVCW) <br />BACKGROUND <br />SVCW is a joint powers authority (Authority) created in 1975 that provides wastewater <br />transmission, treatment, and effluent disposal services to the Cities of Belmont, <br />Redwood City, and San Carlos, as well as the West Bay Sanitary District (Members). <br />Under the Joint Powers Agreement, SVCW owns and operates the wastewater facilities, <br />and the Members are obligated to pay the Authority for their allocable share of the <br />Authority's operating, maintenance, and capital expenses. The Authority is governed by <br />a four -member Commission, consisting of one appointed member from each of the <br />Member's governing bodies. A Redwood City Council member currently serves as Chair <br />of the Commission, and the City's Assistant City Manager of Administrative Services <br />serves as the Authority's Controller. <br />Since 1987, the City of Redwood City's Finance Division has performed all of SVCW's <br />accounting and financial support functions including but not limited to payroll, accounts <br />payable, general ledger, and treasury management through a contract for services. <br />SVCW's financial recordkeeping was converted from a private vendor to the City's <br />financial system, which is supported by the City's Information Technology (IT) Division. <br />As of July 1, 2018, the City will no longer perform treasury management or accounts <br />payable functions for SVCW due to the implementation of a new accounting software <br />system by SVCW. This change has been included in Amendment No. 5. <br />
